İstanbul Üniversitesi Tarih Bölümü’nde okudu. Türk–İtalyan ilişkileri üzerine master yaptı. Bir süre çeviri yaptıktan sonra senaryo üzerinde çalışmaya başladı. Kerem Deren'le birlikte Ezel dizisinin senaryosunu yazdı ve ödüller kazandı. Toy İstanbul'da senaryo yazarlığı atölyesinde dersler vermektedir.
