During the gold rush of the 1850s, San Franciscans strive to maintain law and order in their wild city. Newly arrived Matthew Wayne becomes sheriff, then marshal, and organizes the city police force while showing interest in the young widow Fanzler and clashing with attorney Pitt. Adam Kennedy appears as Dion Patrick, an Irish newspaperman who assists the local vigilante committee.
