During a regular ferry trip between Denmark's Hirtshals and another location, a male corpse, with its head, arms, and legs severed, gets caught in the fishermen's nets before the ferry docks. The Icelandic police, suspecting the body was thrown from the ferry, do not allow anyone, including passengers and crew, to leave. Due to a heavy snowstorm that severely impacts life, and with no access to the town by air, the special investigation team cannot intervene in the case. The inexperienced police team is now on their own in dealing with such an incident. Meanwhile, the foundations of a new port project, led by a consortium of Chinese enterprises, are being laid in the town. Those within the town who strongly oppose this project, spearheaded by the governor, complain that their lands are being handed over to the Chinese.
