It tells the story of villagers from Ningxia who migrated and built Minning Town from the ground up. The government wants to develop the rural housing area and encourages the farmers of Xiji Country to migrate or relocate. However, the conditions in the desert are too harsh. Most of the villagers who moved there left by the second day. Ma Defu does his best to persuade the villagers to stay and build Minning Town. In 1996, the Party Central Committee made a strategic plan to promote counterpart cooperation between the East and the West, identifying Fujian counterparts to advance poverty alleviation efforts in Ningxia. As time passes, Minning Town is given a new lease on life.
