Doctor Keitaro Shido, a renowned scientist, has been kidnapped by the terrorist group Neo-Shocker to exploit his expertise in robotics technology. Desperate to escape, he persuades Neo-Shocker's leaders to let him operate on an injured camper. He claims he can transform the camper, Hiroshi Tsukuba, into a powerful Neo-Shocker warrior, and they grant Doctor Shido permission to proceed. However, he quickly turns the situation around, transforming Hiroshi, not into a kaijin, but into the formidable warrior Sky Rider, using his newfound powers to fight against the evil Neo-Shocker threat.
