The series tells the story of the people of Karkh in Baghdad and focuses on the jurist and scholar Abu Wahb bin Omar, nicknamed Bahloul, a man who resolves the city's issues. Caliph Harun Al-Rashid asked him to be chief judge, but he remained loyal to Imam Musa Al-Kadhim, so he pretended to be insane and took a horse made from a reed to ride in front of the people, while doubts swirl about the reality of his madness.
