With the advancement of technology, a device called "Psycho-Pass" has been invented that can measure people's potential for committing crimes and the severity of the crimes they commit. The weapons known as "Dominators" are effective only on individuals identified as high-level criminals by the Psycho-Pass device. Akane Tsunemori graduates at the top of her class from the security academy and is appointed as the head of a specially established security unit called "Unit 1." This unit is characterized by consisting of individuals who are both high-level criminals and talented, controlled by the weapons known as dominators.
